随着新环保法实施以及执法力度加大等因素,2015年、2016年两年,上海等地环保信访投诉总量开始下降,但环保类问题仍是信访投诉的热点领域,应对压力较大。本文以上海市为例,总结了当前环保信访的总体现状、投诉特点、体制机制等,并基于案例分析、参与接访、电话调研等方法,分析了环保信访问题所面临的相关困境,如源头规划存在问题、跨部门协调难、不合理利益诉求等。并在此基础上,借鉴境外相关领域经验,提出若干改进建议,包括明确相关职责和程序、向社会开放信访大数据、通过规范办理和真诚引导来应对不合理利益诉求等。
With the implementation of the new Environmental Protection Law and increased enforcement efforts, the total number of complaints filed in environmental letters and petitions in Shanghai and other places began to decline in 2015 and 2016, but the issue of environmental protection is still a hot area of petition complaints. Taking Shanghai as an example, this paper summarizes the current situation, complaint features, institutional mechanisms and other current environmental letters and visits, and analyzes the relevant dilemmas faced by environmental letters and visits, based on case analysis, telephone interview, telephone interview and other methods, such as source Planning problems, cross-sectoral coordination is difficult, unreasonable interest demands. Based on this, we draw on the experience of other relevant overseas fields and put forward some suggestions for improvement, including clarifying related responsibilities and procedures, opening big letters of petitions to the public, and responding to irrational interests through standardized handling and sincere guidance.
