省人民委员会批示:中央关于「老厂矿增产不增人,或少增人,新厂矿需人从老厂矿抽调」的原则,必须坚决贯彻。据上半年瞭解,我省盲目增人,私自乱招乱用,以及变相增加工人的厂矿单位,并不是个别的。造就破坏了中央的劳力调配制度,并引起部分农民盲目流向城市,发展下去将形成严重恶果。因此各单位必须立郎停止盲目招收新工人现象,认真整顿劳动组织,合理使用劳力。确需增加新工人的单位,必须通过正当调配手续解决。劳动部门应对违犯劳力调配制度情况严重单位,追查责任,并予以应得之处理。一九五五年七月十二日
Provincial People’s Commission commended: The Central Government must resolutely implement the principle of “increasing the output of old factories and mills without increasing people’s production, or increasing people by fewer people, requiring new people to be mined out from the old factories and mines”. It is understood that in the first half of the year, the blind increase of people in our province and indiscriminate use of chaos and disguised use of factories and mines in disguise as workers were not isolated. As a result, the central government’s labor deployment system has been damaged and some farmers have been blindly moving to the cities. The development of the system will have serious consequences. Therefore, all units must establish themselves to stop blindly recruiting new workers, conscientiously organize labor organizations and make reasonable use of labor resources. Units that really need to add new workers must be solved through proper deployment procedures.
