河南省长垣县人武部根据流动民兵的特点和规律,探索总结出了“组织在流动中建立,管理在流动中加强,活动在流动中开展,质量在流动中提高,作用在流动中发挥”的流动民兵管理模式。本刊曾于2001年5月以《“大流动”呼唤“大武装”——由“长垣模式”引发的探索与思考》为题的纪实通讯进行了报道,在军内外引起了强烈反响。得到了社会的充分肯定。目前,随着市场经济不断发展和国家新的政策出台,“长垣模式”也遇到许多新挑战、新困惑。请看——
