理论是对事物本质的把握,生态工业园区的理论模型是对生态工业园区本真性反映,是对生态工业园区合理运行机制的根本性揭示。其本质性内容是工业园区内的企业完成物质资料的相互交换和循环,即一个企业排放的废弃物能够成为另一个企业的生产原料。该理论模型既做到节约成本,提高企业经济效益,又使废弃物得到最大化利用和充分循环,还减少了对自然环境的污染。就目前而言,我国的生态工业园区创建仍然处于初级阶段,潜在的环境经济效益仍需较长时间的努力和一定资金的投入才能显现。最重要的体现是生态工业园区内的经济发展和生态环境保护并未得到平衡的发展,仍然存在以环境污染为代价的现象。
Theory is the grasping of the essence of things. The theoretical model of Eco-Industrial Park reflects the authenticity of Eco-Industrial Park and the fundamental revelation to the reasonable operation mechanism of Eco-Industrial Park. The essential content is that enterprises in the industrial park complete the mutual exchange and circulation of material information, that is, the waste discharged by one enterprise can become the raw material of production of another enterprise. The theoretical model not only saves costs, enhances the economic benefits of enterprises, but also maximizes the utilization and full circulation of waste, and reduces the pollution to the natural environment. For now, the creation of China’s eco-industrial park is still in its infancy, and potential environmental and economic benefits still take a long time to work hard and a certain amount of capital investment can emerge. The most important manifestation is that the economic development and ecological environment protection within the eco-industrial park have not been balancedly developed, and the phenomenon of environmental pollution still exists.
