第三次全国经济普查是我国步入全面建成小康社会决定性阶段进行的一次重大国情国力调查。基层普查机构(主要指区、县级)在普查准备、入户登记、数据处理等阶段面临着千头万绪纷繁复杂的大量工作,只有抓住普查工作的实质,重点围绕关键的几个环节开展工作,才能全方位、全过程的控制普查数据质量,进而使普查数据达到准确性、可衔接性、可比性的要求。
