(一) 问题的提出我国内燃机车的生产已经有二十多年的历史。从第一代内燃机车的生产进入第二代内燃机车的生产,在改变我国运转和运量的矛盾、适应国民经济发展的需要上,它的优越性明显地反映出来了。但在完成运输量方面,所占的比例却变化不大,这是为什么呢?关键是内燃机车的产量提不高,质量改进不够快。其原因就全国范围来讲是“四人帮”的干扰和破坏,但就我们铁路本身来讲,则主要是有三个问题长期争论,缺乏统一的认识。

However, the percentage of completed transport volume has not changed much. What is the point? The key is that the output of a diesel locomotive is not high enough, and the quality improvement is not quick enough. The reason is the interference and sabotage of the “gang of four” nationwide. However, as far as the railway itself is concerned, there are mainly three long-standing debates and a lack of common understanding.
