切实提高认识防止“三热三冷”这次开展打黑除恶专项斗争,是中央根据当前的社会治安形势,审时度势做出的重大决策,具有十分重要的社会、经济和政治意义。打黑除恶是一场民心战,人民群众对黑恶势力犯罪深恶痛绝,呼声极高,热切期望党和政府、政法机关特别是公安机关重拳出击,有力打击黑恶势力的嚣张气焰,增强社会的安全感。打黑除恶又是一场经济战,黑恶势力犯罪不仅仅是危害社会治安秩序稳定,同时破坏了社会经济秩序,直接影响了经济发展。打黑除恶更是一场政治战,黑恶势力危害一方, 长期作恶多端,横行霸道,有的插手基层政权,有的干扰基层执法,对巩固共产党的执政地位、保障人民安居乐业带来极大危害。
