苦干年来,在江苏省委领导下,在中央精神指导下,南京市在干部人事制度改革和基层党建等领域一直积极探索和创新实践,积累了一些好做法和经验。2009年7、8月,南京在363个城市社区党组织换届中全部采取公推直选方式产生了新一届领导班子。在一个省会大城市、在这样大的范围内同时直选,属全国首次,其探索模式被称为“南京样本”。通过中央电视台的追踪报道,引起了理论界和党建系统广泛关注。为了进一步梳理和提炼“南京样本”的理论价值、实践意义,以及如何使创新走向完善,我们组织了这组文章,以飨读者。
In the dry years, under the leadership of the Jiangsu Provincial Party Committee and under the guidance of the Central Government, Nanjing has been actively exploring and innovating practices in the fields of cadre and personnel system reform and grassroots party building, and accumulated some good practices and experiences. In July and August 2009, Nanjing all took the direct election by public opinion and direct election in the exchange of community party organizations in 363 cities to produce a new leadership. In a large provincial capital city, simultaneous direct elections in such a large area are for the first time in China. Its mode of exploration is called “Nanjing Sample.” Through the CCTV tracking reports, aroused widespread concern of the theoretical circles and the party building system. In order to further sort out and refine the theoretical value of “Sample Nanjing”, its practical significance, and how to make innovation perfect, we organized this group of articles to readers.
