一、肯定成绩,坚定信心,充分认识乡镇企业在全省国民经济中的地位和作用这些年来,在党和国家关于发展乡镇企业一系列方针政策的指引下,在各级党委、政府的正确领导下,通过全省乡镇企业战线干部职工的共同努力,全省乡镇企业取得了令人瞩目的成绩。2002年,全省乡镇企业完成增加值346.75亿元,占全省GDP的29.4%;乡镇工业完成增加值171.4亿元,占全省全部工业增加值的46.3%;实缴税金27.1亿元,占全省财政收入的13.5%,一些乡镇企业发展快的地方,乡镇企业税收已占当地财政收入的50%以上;乡镇企业从业人员累计达264.3万人,职工工资总额138亿元;我省农民人均纯收人中,来自乡镇企业工资性收入420元,占农民人均纯收入的28.2%。通过这些年的发展,乡镇企业已成为国民经济的重要组成部分和农村经济的重要支柱。乡镇企业在安排、转移城乡劳动力方面发挥了重要作用;在增加财政收入和农民收入方面发挥了重要作用;
