矿产资源开采造成一系列难以避免的环境问题,最终将反作用于经济的发展.因此,如何调整生态损害与保护的关系,加速矿产资源采空区生态环境的修复就成为我国当前一项十分重要的任务.随着国家对矿区生态环境的重视,从经济政策的角度研究生态重建机制及相关法律体制的建设有着重要的理论与实践意义.
