提高企业技术创新效率为技术进步作贡献,然而政府对市场研发活动的支持尚存在一定脱节,使得企业技术创新效率的提高深受影响。本文在对陕西省大中型工业企业的技术创新效率进行测算时采用了随机前沿分析方法,。结果表明,陕西省大中型工业企业整体的平均技术创新效率在0.5~0.6间,并且非市场化导向的技术创新效率明显高于市场化导向的技术创新效率。在对其影响因素进行进一步分析后,本文发现,外资比重的增加更加有利于以市场化为导向的技术创新效率提高,然而境外的研发资金投入则表现出对非市场化导向的技术创新效率提升更有利。陕西省政府直接和间接的支持并不利于大中型工业企业技术创新效率的提高。
Improve the efficiency of technological innovation in enterprises and make contributions to technological progress. However, there is a certain degree of disagreement between the government and the support of market research and development activities. As a result, the efficiency of technological innovation in enterprises is greatly affected. This paper adopts the stochastic frontier analysis method to measure the technological innovation efficiency of large and medium-sized industrial enterprises in Shaanxi Province. The results show that the average efficiency of technological innovation of large and medium-sized industrial enterprises in Shaanxi Province is between 0.5 and 0.6, and the efficiency of non-market-oriented technological innovation is obviously higher than that of market-oriented technological innovation. After further analysis of the influencing factors, this paper finds that the increase of the proportion of foreign capital is more conducive to the market-oriented technological innovation efficiency increase, while the overseas R & D capital investment shows the non-market oriented technological innovation efficiency increase More favorable. The direct and indirect support of Shaanxi provincial government is not conducive to the improvement of technological innovation efficiency of large and medium-sized industrial enterprises.
