中国加入WTO对中国音乐市场的实质影响是:中国音乐市场准入的范围和时间。它只是直接涉及音乐艺术在全球经济环境下经营管理的问题,而不是直接涉及音乐艺术本体自身的运行规律。这种实质影响有二层含意,一方面的外国的音乐资本、音乐组织和音乐人可以在中国政府许可的范围和时间进入中国音乐市场。另一方面,中国音乐资本、音乐组织和音乐人,同样可以在他国政府许可的范围和时间进入他国的音乐市场。 WTO对中国音乐市场的具体影响表现在音乐市场环境方面。音乐市场环境,不仅是音乐从业者在音乐经营中必须考虑的问题,而目还是首要慎重考虑的问题。因为音乐市场环境问题时制约音乐生产、经营活动展开的重要因素。也是一切音乐组织和音乐人获得成功的关键因素。音乐市场环境可分为两种:一是音乐宏观环境,而是音乐微观环境。音乐的宏观环境主要表现在音乐文化的政策、法律、法规建设问题上。如果我们不在WTO规定的时间期限和使用范围内建立一定的音乐市场法律体系,那么按照WTO的有关规定,我们必须按照WTO缔约国现有的音乐法规条例执行,那将对中国音乐行业的生存和发展十分不利。
