背景:近年来,一些地区、部门和单位违反国家规定,擅自扩大统一着装范围。据公安部调查,目前23个省、自治区、直辖市存在这一问题,涉及的部门包括城管、文化稽查、技术监督、环卫、环保、市政、市场管理、烟草管理、环境监察、劳动执法、农机监理、客运、畜牧检疫、交通联防、国土监察、卫生监察、物价、动物检疫、进出口商品检疫、盐业、工商行政、商品综合治理、屠宰监察等。甚至小区保安、酒店门卫、电力公司职工、停车场和高速公路收费人员,都穿着与警服相似的制服。一时间,满街都是“大盖帽”,群众难辨真伪。
