On October 23, 2014, the Fourth Plenary Session of the 18th CCP Central Committee concluded and passed the “Decision of the CPC Central Committee on Several Major Issues concerning the Legal Promotion of the Country” (hereinafter referred to as the “Decision”), and clearly proposed that the “ Social responsibility legislation ”as one of the tasks of“ strengthening legislation in key areas ”. The first written CSR document of the Central Plenum has aroused the unanimous attention and extensive discussion of the outside world.
