“新概念集邮”已兴起多年,最早由浙江杭州退休教师苇白先生发起,他制作的“剪报+明信片”形式当时即令人耳目一新。其后,河北邯郸集邮协会副会长张星才先生自2000年悉尼奥运会中国健儿勇夺28枚金牌起,开始尝试制作奥运题材的新概念集邮品。2008年后,邯郸市集邮协会继续深入研讨新概念集邮理论,进一步扩大了“新概念集邮”的影响力。首先,他们通过《邯郸集邮》多次刊载关于“新概念集邮”的探讨性文章。其次,举办相关活动宣传带动,2012年10月9日举办了国内首次“新概念集邮”展览,2014年更进一步在邯郸成立了新概念集邮研究会。三是研究制定相关规则,2013年秋,邯郸市集邮协会起草了《新概念集邮展览展品评审指导要点》并广泛征求修改意见,使“新概念集邮”的发展步入规范化快车道。与此同时,全国不少地方的集邮者,也都自发制作了手绘封片、记事封片、书法封片、篆刻封片等各具特色的新概念集邮品,“新概念集邮”正逐步成为一支强有力的新生集邮力量。综上所述,由“新概念集邮”的发展历程可见,“新概念集邮”是在集邮新形势下,由集邮者自发创新而成的一种集邮形式。它是集邮者制作、品鉴、收藏以信封、明信片、邮简等邮政用品为载体,以文字、图片、诗画等形式再创作的,加盖相关邮政戳记的个性化记事集邮品的过程。新概念集邮品充分发挥了集邮者的想象力与能动性,因此自其问世以来就受到许多集邮者的青睐,特别是中老年集邮者和青少年集邮者的喜欢。 “New Concept Philatelic ” has been around for many years.
