1 总则 1．1 编制目的建立健全国家通信保障和通信恢复应急工作机制,提高应对突发事件的组织指挥能力和应急处置能力,保证应急通信指挥调度工作迅速、高效、有序地进行,满足突发情况下通信保障和通信恢复工作的需要,确保通信的安全畅通。 1.2 编制依据依据《中华人民共和国电信条例》、《中华人民共和国无线电管理条例》和《国家突发公共事件总体应急预案》等有关法规和规章制度,制定本预案。
