This standard specifies access rules, synchronization, addressing, and communication packet structures between network elements and front-end controllers. This interim technical specification is a Aloha program that allows for quick alarm transmission and self-detection of alarms. Media Access Control (MAC) protocol is used to provide timely notification of alarms, bandwidth efficiency, scalability, reliability, low cost and discovery of nonresponsive systems. Two conditions that mainly affect the design are: (1) 99% probability that 500 simultaneous alarms from different systems will be notified within 20 seconds. (2) The inquiry interval of more than 10,000 management tools in the system is delayed by up to 5 minutes. The media access control protocol satisfies both of these requirements. This standard specification unit management software to nodes, amplifiers and power supply information capacity. The information set is modeled after Simple Network Management Protocol (SNMP).
