电力企业施行福利待遇是对职工劳动进行补偿的手段之一,是增加在职员工薪酬的重要组成部分。电力企业在进行福利的发放时大多按照员工工资总额为准,以一定的比例进行计算出应发放的福利,管理方式比较粗放。随着经济体制的不断改革,这种发放福利的方式已经不能适应当前的我国企业福利计划发展的需要。国家出台的《关于企业加强职工福利费财务管理的通知》以及《关于进一步规范中央企业职工收入分配管理的指导意见》等通知都要求企业要加强对于员工福利的管理力度。但是由于企业的福利管理工作起步较晚,在进行福利管理方面还存在着一定的差距,因此要制定出一份适合于企业发展的福利计划书,从而实现福利项目管理的精益提升,进而促进对于人力资源管理水平的提高。
