我国人口老龄化问题日趋严重,私营企业的养老问题更为突出。一直以来公职人员与私营企业人员的退休工资差距过大,虽然现在并轨购买基本养老保险,但是私营企业养老金替代率过低,并不利于我国私营企业的稳定发展。私营企业发展是激活市场创新发展主导力量,稳定私营企业的发展并且鼓励创新创业,是我国“十三五”规划的要求。加快发展私营企业的补充性养老保险成为了现在迫在眉睫的问题。法国长期以来注重私营企业的养老发展,尤其是法国制定的私营企业的补充性养老保险制度在一定程度上平衡了社会分配问题,稳定了市场和社会秩序,值得我们探究与学习。
The problem of population aging in our country is worsening day by day, and the problem of endowment of the private sector is even more prominent. Although the retirement pay gap between public officials and private enterprise personnel has been too large, the basic old-age pension insurance is now being merged. However, the pension replacement rate in the private sector is too low, which is not conducive to the steady development of the private sector in our country. The development of private enterprises is the key force for activating market innovation and development, stabilizing the development of private enterprises and encouraging innovation and entrepreneurship, which is the requirement of China’s “13th Five-Year Plan”. Accelerating the development of private pension insurance has become a pressing issue now. France has long focused on the pension development of the private sector. In particular, the supplementary pension insurance system of the private sector in France has, to a certain extent, balanced the distribution of social issues and stabilized the market and social order. It is worth our exploration and study.
