《中华人民共和国药品管理法实施条例》(以下简称《实施条例》)将于2002年9月15日正式施行。作为我国药品监督管理的基本大法——《药品管理法》的实施条例,它的立法目的并不在于创设,而是在于实施。如何深入理解《实施条例》,如何在执法过程中正确贯彻《实施条例》,是业界人士和广大群众非常关心的问题。为此,本刊记者采访了参与《实施条例》制定全过程的国务院法制办科教文卫司副司长宋端霖。 记者:宋司长您好,感谢您百忙之中接受我们的采访。作为《实施条例》制定全过程的直接参与者,您为《实施条例》的出台付出了巨大的心血。那么,首先请您介绍一下整个《实施条例》的立法思路。
The Regulations of the People’s Republic of China on the Implementation of the Drug Administration Law (hereinafter referred to as the “Implementation Regulations”) will come into effect on September 15, 2002.
