一、确立与时俱进的税务工作人才培养观念,进一步开拓创建“学习型税务机关”的新思路 确立前瞻型人才培养观念,力求在超前培养税务工作人才素质上有新的突破。一是要始终把按照税务工作建设长远需要培养人才作为“学习型税务机关”建设的发展方向。应努力实现“三个转变”:即从习惯抓学习过程转变到注重学习成果向实践的转化,提高税务干部指导工作的能力;从习惯抓单一的学习转变到注重把学习引人工作,实现学习工作化、工作学习化,这是“学习型税务机关”的本质特征;从习惯抓突击式的学习转变到注重抓经常性、连续性、系统性的学习,不断进行学习补充,终身学习。二是要正确处理好当前需要与长远发展的关系。既要注重税务干部胜任当前工作能力的培养,以满足当前形势任务的需要,还要着眼税收工作建设的长远发展,有针对性地培养具有坚实发展潜力,能够在未来一个时期担当重任的高层次、高素质的税务工作人才。
