政府与市场关系的重构面临两大挑战:明确政府职能的定位以及应对政府职能的错位。在此基础上,通过发展企业公民权利有助于突破政府与市场关系发展的困局。具体来说,企业政治权利的发展通过建立政企协商机制来明确政府职能的定位;企业民事权利和社会权利的发展则通过法律手段的运用来应对政府职能的错位。
Reconstruction of relationship between government and market faces two major challenges: defining the position of government function and dislocation of government function. On this basis, the development of corporate citizenship helps to break the dilemma of the development of the relationship between the government and the market. Specifically, the development of political rights of enterprises through the establishment of consultation mechanism between government and enterprises to clarify the positioning of government functions; corporate civil rights and social development through the use of legal means to deal with misplaced government functions.
