科技人才评价是科研管理工作的重要内容,是促进科技人才资源开发和管理的重要手段。本文运用层次分析法对林业科研人员综合能力进行系统研究,从基本素质、创新能力、学术水平、工作业绩4个方面出发,通过分析和筛选,确立了21项评价指标,并基于这些指标建立了评价指标体系,结合专家打分,应用层次分析法计算了体系中各指标的合成权重,并构建了评价模型,作为林业科研人员综合能力评判的工具。
Evaluation of scientific and technological talents is an important part of scientific research management and an important means to promote the development and management of science and technology human resources. In this paper, we use the analytic hierarchy process (AHP) to systematically study the comprehensive ability of forestry researchers. From the four aspects of basic quality, innovation ability, academic level and work performance, we set up 21 evaluation indexes through analyzing and screening, and based on these indexes Evaluation index system, combined with expert scoring, the application of analytic hierarchy process to calculate the weight of each index in the system, and build evaluation model as a tool for forestry scientific research personnel comprehensive ability evaluation.
