如何提高调研成果的转化率,更好地为领导决策服务,为基层服务,为群众服务,是调研部门应引起重视并加以研究解决的问题。根据近年来从事调研工作的体会,我们认为,调研成果转化率不高的根本原因是调研文稿质量不高,具体表现在缺少“四性”,一是深入实际少,倾听基层和群众呼声不够,调研文稿素材缺乏真实性。二是对上级方针政策学习少,上情掌握不透,调研文稿立意缺乏政策性。三是学习与积累少,调研功底不深,调研文稿内容缺乏思想性。四是多方协作少,调研组织化程度不高,调研文稿观点缺乏广泛性。为此,要提高调研成果转化率,应采取如下对策:
