行政精神是行政管理活动的核心,激励公务员学习和运用新知识,进行管理创新,是培育新型行政精神的基本建设,是推动行政改革的第一动力。为此要建立一种适应知识社会的新知识现,即确立区分信息类知识和意会类知识的认识范式。还应拓宽学习新知识的途径,运用现代网络系统强化对于涉及行政管理的种种知识与技能的跟踪学习,将古老的“师傅带徒弟”、边干边学的教育模式推陈出新。同时,我们要认识到,学习和创新能力是标志今天公务员素质的基本尺度。
Administrative spirit is the core of administrative activities. Encouraging civil servants to learn and apply new knowledge and managerial innovations is the basic construction to foster the new administrative spirit and the first impetus to promoting administrative reform. To this end, we should establish a new knowledge to adapt to the current knowledge society, that is, to establish a cognitive paradigm to distinguish between knowledge-based and knowledge-based knowledge. We should also broaden the ways of learning new knowledge, use modern network system to strengthen the follow-up study of all kinds of knowledge and skills involved in administration, and bring forth new education mode of “master with apprentice” and learning by doing. At the same time, we must recognize that learning and innovation are the basic measures of the quality of civil servants today.
