“服务发展、人才优先,以用为本、创新机制,高端引领、整体开发”的指导方针,是“十二五”时期我国人才工作和人才队伍建设必须遵循的根本性原则。服务发展、人才优先,就是要把服务科学发展作为人才工作的根本出发点和落脚点,以人才优先发展引领经济社会又好又快发展。要围绕科学发展目标确定人才队伍建设任务,根据科学发展需要制定人才政策措施,用科学发展成果检验人才工作成效。要确立在经济社会发展中人才优先发展的战略布局,充分发挥人才的基础性、战略性作用,努力做到人才资源优先开发、人才结构优先调整、人才投资优先保证、人才制度优先创新。
The guiding principles of “service development, talent priority, use-oriented, innovative mechanism, high-end leadership and overall development” are the fundamental principles that must be followed in building China's talent work and personnel team during the “12th Five-Year Plan” period. Service development and personnel prioritization mean that service science development should serve as a fundamental starting point and a foothold for talent work, with priority given to personnel development to lead sound and fast economic and social development. We should set the task of building a contingent of qualified personnel around the goal of scientific development, formulate policies and measures for personnel according to the needs of scientific development and test the effectiveness of personnel work with scientific development achievements. It is necessary to establish a strategic layout that gives priority to the development of personnel in economic and social development, give full play to the basic and strategic role of personnel, make efforts to give priority to the development of human resources, prioritize the structure of qualified personnel, give priority to the guarantee of personnel investment and give priority to innovation in the personnel system.
