The Decision of the Standing Committee of the National People's Congress on the Administration of Judicial Appraisals (hereinafter referred to as the “Decision”), which came into effect on October 1, 2005, clearly defined the management system of appraisers and appraisers. The provisions of the Decision on qualifications and qualifications that appraisers should possess not only provide the basic basis for the judge to judge whether the appraisal conclusion issued by the appraiser is legal or not, but also provide the legal basis for the litigants to exercise their rights of appeal.
