实行厂长负责制和厂长任期目标责任制是企业把经济责任落到实处的好形式;它改变了领导干部能上不能下和干好干坏一个样的弊端,能更好地发挥企业经营者和职工的积极性,提高企业的经济效益。延安丝绸厂于1984年实行厂长负责制,取得了一定成绩,1987年初,又经批准推行厂长任期目标责任制,并提出了厂长任期四年(1987~1990年)的具体目标。延安地区经委为了探索推行厂长任期目标的经验,组织工交各主管局和财政、税务、工会、工商、标准、计量等部门共15人的咨询小组,对该厂厂长任期四年的目标进行咨询认定工作。
