联邦德国研究技术部(BMFT)与外交部紧密合作,在联合国空间问题委员会中代表联邦德国的利益。科隆大学航空航天法律系、布劳恩施瓦格技术大学航天和反应堆技术学院和西德航宇研试院的教授们均为联邦研究技术部的常务顾问。绪多悬而未决问题中的一个问题是:航空到底指多大高度和从多大高度起属航天领域? 目前,航空和航天区域的科学定义尚确定不了,为此,苏联向联合国空间问题委员会提出了这么一个建议: 海平面以上至110km的区域国际上应公认为航空区域; 每个国家都应允许往返宇宙空间的“和平穿越飞行”。
The Federal Ministry for German Research and Technology (BMFT) works closely with the Ministry of Foreign Affairs to represent the interests of the Federal Republic of Germany in the United Nations Space Committee. The Faculty of Aerospace Law at Cologne University, the Institute of Space and Reactor Technology at Braunschweig Technical University, and the West German Aerospace Research Institute are executive advisors to the Federal Department of Research and Technology. One of the outstanding issues in question is: How high the aviation is and how high the aerospace field? At present, the scientific definition of the aeronautical and aerospace area is not yet known. To this end, the Soviet Union proposed to the United Nations Space Committee Recommendation: Areas above 110km above sea level should internationally be recognized as aeronautical areas; each country should allow “peaceful crossings” of space to and from space.
