我们正处在从工业社会向后工业社会转型的历史阶段,在这个阶段中,原先确立起来的社会治理体系和方式都显示出了不适应的特征,频繁出现的风险和危机加剧了困难。在这种条件下,我们需要根据日益增长的复杂性和不确定性去思考社会治理方案。近代以来的社会治理是法制框架下的治理,对这种治理状态的超越必须拥有一种不确定性思维,即扬弃一切用确定性的思维应对不确定性现实的方案,转而用一种灵活的、不确定的治理方式去应对现实中日益增长的不确定性。法治秩序是谋求确定性的结果,而道德秩序恰恰是一种具有不确定性的秩序。
