改革传统人事档案管理制度,实现公民人事档案知情权的问题,学界已经进行了若干有益的探讨。笔者试图从公权与私权制衡的角度,思索人事档案管理中公权与私权失衡的表现,分析公民人事档案知情权难以实现的根本原因,并根据公权与私权相互制衡的机理提出实现人事档案知情权的途径。
