4月15日笔者在《法制日报》上看到了这样的报道:多少年来,除去人头工资,延安公安机关的办案经费第一次进入政府财政预算。当地民警高兴地说:“这是对警力的一次解放。”看到此处我很感动:警察也是人啊,可是我们过去是“又要马儿跑,又要马儿不吃草”,也真难为他们了。 警察不仅仅是承担义务的主体,其实也是享受权利的主体。警察执行公务其实是有必要的前提条件的:其一就是个人和家庭生活的延续,这就要求警察拥有必要的工资;其二就是有着适当的工作条件、必要的办案经费。在这些基本权利不能具备的情况下让警察去履行义务无疑是在强人所难。
