1995年6月19日至21日,辽宁省农电专业工作会议在辽宁省兴城市农电培训中心召开。会议间隙,省农电局副局长、高级工程师卢秉第同志接受了本刊记者的采访。 记者:卢局长,请您谈谈辽宁省农电管理体制的现状。 卢局长:辽宁省属东北电网,全省14个市共有60个县(市)由农电供电。其中49个县(市)为电业局和农电局两家双重供电模式,电业局为直供,农电局为趸售,还有11个县(市)由农电一家直供。农电管理体制由省、市、县(市)和乡(镇)四级管理机构组成。1994年底以前,县农电局劳资归市农电局管理,自1995年1月1日起归口由省农电局统管,这样使“以电养电”资金失控和县农电局人员增长失控问题得到了缓解。目前省、市两级实行宏观调控,县为实体,省局重点是抓调控,上半年省局组织各市连续召开了几个专业会议。例如今天在这里召开的农村用电营业管理及加强县、乡两级农村低压供电方面的工作会议,就是对上述工作的进一步落实,从而保证这一新办法的实施。

Director Lu: Liaoning Province belongs to Northeast China Power Grid, and there are 60 counties (cities) in 14 cities in the province that are powered by agricultural power. Among them, 49 counties (cities) are the two power supply modes of the Electric Power Bureau and the Rural Electricity Bureau. The Electric Power Bureau provides direct supply, and the Rural Power Bureau sells them for sale. There are 11 counties (cities) directly supplied by the rural power supply. Agricultural power management system consists of four levels of provincial, municipal, county (city) and township (town) management agencies. Before the end of 1994, the County Rural Electrical and Electricity Bureau was under the management of the Municipal Bureau of Rural Electrical and Rural Affairs. Since January 1, 1995, it was under the jurisdiction of the Provincial Rural Electrical and Rural Bureau. This resulted in the loss of control of “electricity-supported electricity” funds and the uncontrollable growth of the County Rural Electric Power Bureau. The problem has been alleviated. At present, provincial and municipal governments implement macro-control at the two levels. Counties are entities. Provincial governments focus on control. In the first half of the year, provincial bureaus organized cities to hold several professional conferences. For example, the work conference on the management of rural power supply held here today and the strengthening of low-voltage power supply in rural areas at the county and township levels are the further implementation of the above-mentioned work to ensure the implementation of this new approach.
