新任国务院总理上任第一件事就是宣布治理近年来颇为人们诟病的政府开支问题。不仅表现了新一届政府的态度,它更像是一个宣言和承诺,显然愿景是美好的,也是社会各界广泛期盼的。尴尬的现实一位老财政人告诉记者“早在2007年中共中央办公厅、国务院办公厅就曾经专门印发过《关于进一步严格控制党政机关办公楼等楼堂馆所建设问题的通知》(中力、发[2007]11号)。并且两年后又印发了《关于党政机关厉行节约若干问题的通知》(中办发[2009]11号),其中第六条中也明确指出‘严格控制党政机关办公楼等楼堂馆所建设。自《通知》下发之日起到2010年底,各级党政机关一律不得新建办公楼,不准
