自从国有工业企业中实行厂长负责制以来,实践证明:这一新型的企业领导体制比之过去更能适应对内搞活、对外开放的商品经济的发展。它推动了企业内部配套改革;推进了企业抓管理、上等级;全面提高了企业素质;提高了企业经济效益和社会效益,促进了企业的发展。但是实践中也出现了一些问题:个别厂长缺乏良好的业务素质,妒贤嫉能、任人唯亲。挫伤了广大职工的积极性;有的厂长为了“创政绩”、“得民心”。违反国家政策、财政法纪,不顾国家、企业的利益,给职工“搞油水”、“捞实惠”;有的厂长意志衰退、放松管理。滋长了特权思想,以致发展成为以权谋私。
