企业职工下岗已成为一种普遍的社会现象。下岗现象加剧了各种社会矛盾 ,导致经济纠纷增多 ,群体性治安事件和突发性事件多发。下岗现象对社会治安的影响 ,其原因是复杂的、多方面的。其中下岗职工收入减少、待业时间长是引发群体性治安事件的经济原因 ,职工下岗缺乏规范运作是企业内在的重要原因 ,下岗职工的一些实际困难得不到妥善解决、心理失衡是根本原因。搞好下岗职工的再就业工作 ,维护社会稳定 ,需要上下配合 ,左右联动 ,多管齐下 ,标本兼治。结合当前实际 ,重点要抓好以下工作 :推广“枫桥经验” ,把矛盾分化瓦解在萌芽状态 ;坚持原则 ,强化职能 ,充分发挥公安机关在处置群体性治安事件中的主力军作用 ;建立社会保障机制 ,完善社会保障体系 ,减缓社会震荡。
Laid-off workers have become a common social phenomenon. The phenomenon of laid-off has exacerbated various social contradictions, leading to an increase in economic disputes, mass public security incidents and sudden incidents. The impact of the lay-off on social order is complicated and multifaceted. Among them, the reduction of laid-off workers’ income and the long time of unemployed are the economic reasons for mass law and order incidents. The lack of standardized operation of laid-off workers is an important reason for the enterprise’s internalization. Some actual difficulties of laid-off workers can not be properly solved and psychological imbalance is the fundamental reason. To do a good job of reemployment of laid-off workers and maintain social stability, we need to work together from top to bottom and move around in a multi-pronged approach. In light of the current reality, the following work should be focused on: focusing on the promotion of “Fengqiao Experience” and disintegrating the contradictions and divisions in the embryonic stage; upholding principle and strengthening functions, giving full play to the role of the public security organs in handling mass law and order events; establishing the society Safeguard mechanisms, improve the social security system and reduce social turmoil.
