How to reliably quantify and predict the value of electronic warfare systems and their impact on military activities and how to effectively evaluate the role of electronic warfare against modern threats, the author believes that the United States has become increasingly backward in its capabilities in this regard. As a result, the military often has to procure large, controversial EW program equipment. The author argues that “the only place to conduct a significant EW function test should be a simulation laboratory, not a flight or field test.” To this end, the authors propose to build a nationwide simulation laboratory for electronic warfare (or one for each military service) and to include it in the country’s best development project plan. The lab is big enough to let go of an aircraft or part of a weapon platform, and its heart is a new generation of computers that can coordinate and produce complex multi-spectral signal arrays.
