一、当前我市中小企业存在的主要问题一是技术创新能力弱,自主开发能力不足,产品缺乏竞争优势。由于制造技术落后,产品升级换代慢,大路产品多、质量低、花色品种少,使得我市66%的中小企业没有自己的特色产品,缺乏市场竞争力。二是自我发展能力弱,技术改造投入不足。2002年我市仅有7%的中小企业进行了技术改造(其中国有中小企业占1.1%),而同期大企业为80%。主要原因是:我市中小企业盈利水平低、积累少,设备老化、提取折旧有限,再加上贷款难,所以改造资金匮乏。三是融资困难。我市中小企业资产规模较小,难以提供充足的贷款抵押资产。特别是国有中小企业60%
