中国境外投资国有资产的管理是国有资产管理项目中的一个主要问题,对国家经济的可持续发展起着非常重要的作用。但理论上对境外投资国有资产的界定出现较大分歧,严重制约着境外投资的健康发展。必须正视的是国有资产本身的市场经济定位,以及在这个定位下的制度安排和途径选择。要结合国家现状,但必须超越现状,从全球资源的视角界定国有资产的所有权和财产权。
The Administration of Overseas Investment in China’s State-owned Assets is a Major Issue in State-owned Assets Management Projects and plays an Important Role in the Sustainable Development of the National Economy. However, there is a big divergence in definition of state-owned assets for overseas investment in theory, which seriously restricts the healthy development of overseas investment. What must be dealt with is the market economy orientation of the state-owned assets itself and the institutional arrangements and ways of choosing under this orientation. We must integrate the current situation in our country but we must surpass the status quo and define the ownership and property rights of state-owned assets from the perspective of global resources.
