In November 1999, the IAEA released a preliminary report on the September 30 critical incident at the nuclear fuel conversion plant in Tokai, Japan. Although this report is of a preliminary nature, it is evident from its contents that the accident was different from the 1986 Chernobyl accident and did not cause extensive pollution to the environment. However, the report still referred to the Donghai village accident as a serious industrial accident. The results of the investigation and the lessons to be learned are important to other countries.
