社会管理主要是对人的服务和管理,说到底是做群众工作,一切社会管理部门都是为群众服务的部门,一切社会管理工作都是为群众服务的工作,一切社会管理过程都是做群众工作的过程。必须把维护群众根本利益作为社会管理的出发点和落脚点,贯穿于社会管理的始终。本文以北京市非紧急救助服务中心,即北京市政府服务热线电话12345近5年来受理的公众需求为依据,以办理解决群众诉求工作实践为背景,分析公众需求的构成、变化、特点和规律,从中透视当前社会管理中存在的问题和不足。在此基础上提出加强和改进社会管理工作的建议。
