管理是一门复杂的学问,在当今复杂多变、公共管理视阈下的社会中,有条理有秩序的管理非常重要,尤其是档案管理。档案管理是否得当关系着国家命运、民生问题,因此档案管理要慎重又慎重,最重要的是要有一定的管理艺术,本文对档案管理范式研究主要从管理理念、管理机制两个方面展开,理论和实践结合,即理念和机制并行,主要贯彻公共责任理念、公平服务理念,建立对外开放机制、社会互动机制、公众参与机制。
Management is a complex science. In today’s complex and ever-changing society, it is important to have orderly management in the community, especially file management. Whether the file management is properly related to the national destiny and people’s livelihood issues should be carefully and carefully managed. The most important thing is to have a certain degree of management art. The research on the file management paradigm starts with two aspects: management concept and management mechanism. In combination with practice, that is, concepts and mechanisms are implemented in parallel. They mainly implement the concept of public responsibility, the concept of fair service, establish mechanisms for opening to the outside world, mechanisms for social interaction, and mechanism for public participation.
