How to adjust the ethnic relations by using legal means in scattered areas? Fujian Province spent 12 years pregnant with a “Fujian Provincial Ethnic Minorities Rights and Interests Protection Ordinance.” This made the national work in Fujian Province complete the historic leap from policy to policy and legal system in the last year of the 20th century.
