淮河流域总体污染情况比较严重,污染物排放总量已经超过环境容量。为深入贯彻党和国家关于淮河流域污染治理的指示精神,全面落实科学发展观,加快建设节约型社会,促进淮河污染治理,改善沿淮人民的生活质量,保障南水北调东线工程的顺利实施,实现淮河流域的可持续发展,国家发展和改革委员会委托中国国际工程咨询公司对淮河流域四个污染较严重行业的清洁生产情况进行了调研。调研范围选择了淮河上游区域的漯河、平顶山市;中游区域的阜阳、郑州、周口;洪泽湖区域的淮北;南四湖区域的济宁、枣庄;沂沭河及淮河下游区域的徐州、淮阴、宿迁等11个城市及行政区内的50多家企业。从本期起,本刊将分四次摘登《调研报告》的主要内容。
The overall pollution in the Huaihe River Basin is rather serious, with the total discharge of pollutants exceeding the capacity of the environment. In order to thoroughly implement the Party and state’s directives on pollution control in the Huaihe River Basin, fully implement the scientific concept of development, speed up the building of a conservation-oriented society, promote pollution control in the Huaihe River, improve the living quality of people along the Huaihe River, and ensure the smooth implementation of the East Route Project of South-to-North Water Diversion Huaihe River Basin, the sustainable development of the National Development and Reform Commission commissioned by China International Engineering Consulting Company of the Huaihe River Basin, four more polluting industries cleaner production situation were investigated. The scope of the survey was selected from Luohe and Pingdingshan in the upper reaches of the Huaihe River; in Fuyang, Zhengzhou and Zhoukou in the middle reaches; in Huaibei in Hongze Lake area; in Jining and Zaozhuang in the Nansihu area; in Xuzhou, Huaiyin, Suqian and other 11 cities and administrative regions of more than 50 companies. Starting from this issue, we will extract the main contents of the “Research Report” four times.
