《农业转基因生物安全管理条例》第26条规定:经营转基因植物种子的单位和个人,应当取得国务院农业行政主管部门颁发的转基因种子经营许可证。经营单位和个人申请转基因植物种子经营许可证,除应当符合有关法律、行政法规规定的条件外,还应当符合下列条件:(一)有专门的管理人员和经营档案;(二)有相应的安全管理、防范措施;(三)国务院农业行政主管部门规定的其他条件。
Article 26 of Regulations on Safety Management of Agricultural Genetically Modified Organisms stipulates that units and individuals that run the seeds of genetically modified plants should obtain the business license for genetically modified seeds issued by the administrative department of agriculture under the State Council. Business units and individuals to apply for seed plant licenses for genetically modified plants, in addition to the conditions of the relevant laws and administrative regulations shall meet the following conditions: (A) have a special management personnel and operating records; (B) have the appropriate security Management and preventive measures; and (3) other conditions prescribed by the administrative department of agriculture under the State Council.
