“十二五”时期是宁波加快转变发展方式的攻坚期,是加快建设现代化国际港口城市的关键期,也是全面建成惠及全市人民小康社会的决胜期。根据党的十七届五中全会确立的“十二五”规划的主题、主线,去年底召开的中共宁波市委十一届十一次全会作出了“六个加快”的战略部署,今年二月召开的宁波市“两会”审议通过了《宁波市国民经济和社会发展第十二个五年规划纲要》,确定宁波“十二五”发展的指导思想“要以科学发展为主题,以加快转变经济发展方式为主线,以深入解放思想、深化改革开放为动力,以富民强市、文明和谐为根本目的,加快打造国际强港,加快构筑现代都市,加快推进产业升级,加快创建智慧城市,加快建设生态文明,加快提升生活品质,全面建成惠及全市人民的小康社会,为建设现代化国际港口城市、率先基本实现现代化打下坚实基础。”实施“六个加快”的战略部署,是宁波市“十二五”期间以科学发展观为指导,坚决贯彻落实科学发展的时代使命;是宁波立足发展既有的优越基础、紧紧围绕党中央提出的“十二五”发展的主题、主线,进一步推动宁波在新的历史时期更快、更稳、更好前进的行动纲领;也是在新一轮城市区域竞争中,全市广大干部群众以“思进思变思发展、创业创新创一流”的精神,深入思考推进科学发展的宁波之路,积极思量在全国乃至国际发展坐标中的宁波之位,认真思索加快转变发展方式的宁波之策的思想成果。本刊特约请本市学者对“六个加快”谈谈看法,以期对于我们进一步深入理解和努力实践“六个加快”有所启迪。
