筹款能力低下是我国非政府组织面临的最大困难,严重制约着非政府组织的可持续发展。本文分析了目前影响我国非政府组织筹款能力的外部影响因素主要取决于税收制度的欠缺及国民公益意识的薄弱。因此,如何营造良好的公益文化氛围,完善税收制度,优化非政府组织筹款的外部环境,值得引起政府和社会的高度重视。
Poor fund-raising is the greatest difficulty for non-governmental organizations in our country, seriously restricting the sustainable development of non-governmental organizations. This article analyzes the external influence factors that affect the fundraising capacity of NGOs in China at present mainly due to the lack of tax system and the weak public awareness of public welfare. Therefore, how to create a good environment for public interest and culture, improve the tax system, and optimize the external environment for fund-raising of non-governmental organizations deserve the great attention of the government and society.
