新型农村养老保险制度已成为农民较为认可的一项惠民政策。但在试点过程中也出现了一些问题,本文针对其中经济困难农民参保困难这一问题进行分析,重点探讨农村社会保障政策的实施如何适应农村家庭养老实际情况和如何解决经济困难农民养老等相关的现实问题。
