为进一步扩大内需,真正启动民间投资需求,拉动经济增长,本课题报告提出了较为全面的改善民营投资进入政策体制的对策建议。它包括积极支持、鼓励和引导民营投资,把民营投资纳入国民经济发展计划;实行公开、公正、公平的投资政策,切实落实民营投资的“国民待遇”;扩大民营投资领域,全面推动在传统制造业、新兴服务业、基础设施和基础产业、高新技术产业等的投资进入深度;大力改善中、西部投资的政策体制环境,以及实行中、西部非国有投资民营化的模式;进一步深化投资体制改革,建立健全促进民营投资进入的政策法规,加大政府部门对民营投资的产业政策指导和信息咨询服务的支持力度。
In order to further expand domestic demand and really start the demand for private investment and stimulate economic growth, this report presents a comprehensive proposal on how to improve private investment into the policy system.
