濮阳是一个典型的“先油后城”式的资源型城市,是依托中原油田大开发而建立和发展起来的城市。随着石油资源的衰竭和开采成本的剧增,依托石油天然气资源而建立起的石油化工企业走入经营困境,一大批支柱企业面临改制、停产、破产,大量下岗失业人员增加。如何突破资源约束,破解难题,实现城市和经济的可持续发展,已成为摆在濮阳面前的一大难题。本文以推动资源型城市转型为背景,以创业促进就业为研究对象,探讨濮阳市经济转型过程中如何建设创业型城市,就推动全民创业,提出措施建议,有一定普遍意义和参考价值。
Puyang is a typical resource-based city with “first oil after the city,” and is a city that has been established and developed based on the great development of the Central China Oilfield. With the depletion of petroleum resources and the drastic increase of mining costs, petrochemical enterprises relying on oil and natural gas resources have entered a business predicament. A large number of pillar enterprises are facing restructuring, production stoppages and bankruptcies, and a large number of laid-off workers have been increased. How to break through resource constraints, solve problems and achieve sustainable development of cities and economy has become a major challenge facing Puyang. This paper, based on promoting the transformation of resource-based cities, explores employment promotion and entrepreneurship as a research object and explores how to build a pioneering city during the economic transition in Puyang City. It is of universal significance and reference value to promote entrepreneurship and propose measures.
